The Master Association is an “umbrella association of associations”. In addition to On Top of the World Communities, LLC. (Declarant), the member associations currently consist of:

  • On Top of the World (Central) Owners Association, Inc.
  • Candler Hills Neighborhood Association, Inc.
  • Weybourne Landing Neighborhood Association, Inc. 
  • Indigo East Neighborhood Association, Inc.
  • Stone Creek Community Association, Inc.

Board of Directors
The Board of Directors consists of three members: Kenneth D. Colen, Chairman, Guy Woolbright, Secretary/Treasurer and Jason Taflinger. The Board of Directors meets on an as-needed basis.


Each officer and director must be an officer, director, employee or appointee of any one or more of the following: (a) a Member Association, (b) Declarant, or (c) the Management Company. Declarant is entitled to designate all members of the Board until Owners other than Declarant own 90% of all units administered by the Master Association.


The affairs of the Master Association are governed by the Board of Directors and implemented on a routine basis through officers appointed by the Board and a management company engaged by the Board.


On Top of the World Communities, LLC. will appoint all members of the Board until non-builder owners other than On Top of the World Communities, LLC. own 90% of all residential and non-residential units ultimately to be administered by the Master Association. After that, the Neighborhood Associations will elect a majority of the members of the Board, with the exception that, for so long as On Top of the World Communities, LLC. holds for sale at least 5% of all residential and non-residential units ultimately to be administered by the Master Association, it will designate one (1) member of the Board.


Budgets
An operating budget for each calendar year is approved by the Master Association Board of Directors at its Annual Meeting. The Master Association holds no capital assets; therefore no reserves are currently budgeted.


Assessments
Neighborhood Associations levy Master Association assessments onto their resident members as follows:

  • One-time only contribution (Master Working Capital Contribution) at time of closing on residential unit;
  • Annually (as represented by a Master Association line item that appears in each neighborhood association budget);
  • Annually (Special Benefit Area Assessments or Adjustments line item in Neighborhood Association budget, if applicable)
